Updated muDet inefficiency note now available

Hi Peter,

I finally took a break from my gondola effect efforts long enough to
update my muon detector inefficiency note (a.k.a. MuCap Note #39) with
the improvements you requested several weeks ago.  I think the added text
and figures should clarify my derivations and hopefully dispel any
questions you might still have.
