Unfinished twiki tasks

Dear Peter,
  I addressed the UnfinishedTwikiTasks page that you created.  There are 
now templates on the MuCapGroup page.  The only thing I wasn't sure 
about was that you wanted the Page permissions to be hidden.

I thought keeping them at the top makes it clear whether the page is 
private/public.  I'm not yet sure how to set the permissions of the page 
without displaying it as well...
