QSK74 was flaky

Hi Peter (and Dave),

To answer your question, QSK74 was flaky during the run. I don't know
the dynamic range of the adjustments, but it started at about 1200 and
was later set at 1000. We went so far as to set ODB alarms to watch the
readback value. In the future, we should tune the beam by the readback
value and not the DAQ setting.

Some history plots:

Minutes from elog 659:
Beam:
-QSK 74 has been adjusted twice when drifts were observed. Peter W. has
called an expert to inform him.
-Sarah tried opening FS72 O/U to get more rate, but there were beam
problems around the time she did the study so it should be tried again.
-We will add an alarm for QSK74 drifting too far.
-Lesson from QSK74 for next year: from now on when we do beam tuning we
should use the readback value, not the demand value on magnets.

Best,
David
