rates in kinetics

Dear Steve,

comparing your kinetics file with mine
I found 2 differences in rates which we should agree upon
to be used in all our kinetics calculations/fits;

1) one can use the exact PDG muon decay rate of 0.4551599

2) we should agree on the ppmu molecular fomation rate:
   I used 2.5 as the mean between the 2 gas measurements

   you used 1.8 which is the most recent theory value
   and the measured one from a liquid target

It makes a small difference, but if we agree, then we can
compare things more easily.

		thanks
			Bernhard
