I include a pileup-protected muon stop in the skimmed output only if there
is at least one strip pixel (either E_low or E_high) between the
muSC time and 25 microseconds beyond the muSC time.  The strip hit can
be anywhere; it's only a loose time cut.  There is a similar cut on anode 
E_high pixels; there must be at least one hit in the 25 microsecond interval.
