In general, you will need that for stays exceeding 8 days and the procedure hasn't changed. Details for what you have to do are now given on a PSI webpage which you'll find here (it's even in english!):

Non europeans should start ~8 weeks ahead of their arrival at PSI, europeans 10 days in advance. You can now register online for this DUO (digital user office).
