muDet efficiency note

Dear Peter,

now that the 2005 progress report storm has passed, I would like to take a
moment to discuss my muon detector inefficiency note.  As you may recall,
I sent out an e-mail to the collaboration in late December reporting that
a first draft was available.  Since that time, I have run 3x more MC
simulations, and this has helped to strengthen and clarify the
conclusions.  You can find the latest version on my main analysis page.

Unless you have any objections, I would like to formally submit this
document as a MuCap note.  I was hoping for some feedback on its contents,
but I never heard from anybody on the matter, so I don't think there's any
value in waiting for others to weigh in on the subject.
