wfd formatting errors

Hi Rob and Kevin,

muCap elog 378 is a summary  of the different wfd formatting errors we're
seeing. There are two: (1)  each channel of a module has no
time stamp for a run or sequence of runs and (2) one channel of a module
has the wrong island length and a corrupt time stamp for a run. Type
1) occurs at a  level infecting  ~1 of 15 modules per run. Type 2)  is  much
less common - maybe 1  channel every 10 runs.

We saw both error types during the mulan run - although the incidence
of errors  maybe  different now.
